The small tube on the filler neck ( the filler neck that mounts up inside the 1/4 panel ) is the gas tank vent line It will usually have a metal line clipped tot he side that follows the neck down to the trunk floor then goes through it's own hole to vent inside the rear frame rail
Well since this is going very badly I will say it
That is a 69 shifter in the picture
( earlier ones had the place to mount the little switch on the side for the reverse lights and this one does not )
The 1971 72 Chargers have the side window swoop up to the top of the roof vs the 73 74 Chargers where the window is longer at the bottom
Also on the 71 72 cars the doors are taller on the back edge to meet the shape of the window so 71 72 doors will not fit 73 74 cars
Think this one qualifies

From math class volume is PIE R times R times height
Factory bore of 4.320 and stroke of 3.75
22/7 times 2.16 times 2.16 times 3.75 works out to 54.98 per cylinder times 8 gives 439.89
At 30 thousands over is 4.35
