True, I mean he's going by the opinion of his mechanic friend(the seller admitted to me, that he doesn't really know that much about cars/what they're worth) the mechanic friend of his, told him that this perticular Charger(in it's present state) would be worth $5,500 as a rolling chassis LOL...
