He said everything feels sluggish. Bands that are too tight could cause that. Anyway, I would start with the simple stuff first. I would adjust the front band and see if it made a difference and go from there.
If it's an original 318 car and you install a 440 in it you will need stiffer springs, front and rear anti-sway bars, a different transmission, radiator, brakes, rear end, drive shaft, exhaust (anything else?).
A 360 might be easier, but if you stroke it or really hop it up you might have to...
215/70r15. About 26 1/2" tall. Might be closer to 27". 65 mph is ~2250 rpm. 2.76 gear.
