That's likely not the rocker arms themselves, but the lifters or preload or oiling or the cam profile or any one of a dozen other things...setting up a valvetrain has numerous fine details and sometimes even then it's still noisy.

These guys are spot on...true converter bolts have thinner heads for clearance.
