The transmission gear needs to be clocked properly when you insert it. There's different notches in the gear housing that the clamp fits into. If the gear is, say, a 24 tooth and the housing is clocked for a 36 tooth it's possible that the speedo gear is not engaging the transmission gear.

@gkent Thank you. It does look the same except mine is missing the metal plate that’s held down with the three screws. So nothing is anchoring the switch and it doesn’t always cancel. The shop told me that stuff is just being held by the nut that holds the wheel. At first I thought he was...
