It was quite difficult to replace but I did end up buying a new harness awhile back. It concerns me that there was no ground wire hanging where I could bolt it up with one of the dash frame bolts but maybe it grounds itself through the bulkhead and the column.
It only seems to blow when I hit the emergency flashers. Im not very good with wiring so I don’t have a clue on what to look for. I can take the flasher switch out and make sure its clean on the turn signal harness and add some conducting grease.

It looks like it just directly plugs into the starter. The NSS is not active since it will try to start in any gear, which is why I think the NSS is in that 3 prong switch on the trans.
I found this online, says its for 69-70 b body reverse light/NSS for automatic transmissions. It includes 70 Chargers and every Coronet model with big block.
