I picked up a new distributor for $103 and simply replaced it. It worked. The problem was the distributor--perhaps the pickup coil, not sure. But problem is solved. Thanks to everyone who made suggestions and thanks Mopar Miki.

Will check all of these things--did replace the ECU no change--the 11 volts was at the coil. But will double check again. Thanks for all of the input.
