Spacers could solve the problem if the tires were to close. Would new/longer wheel studs for the lugs need to be installed if spacers were used? Thanks for the suggestion.

Thanks for all the replies, I went with the paint stripper, came out pretty good. The two numbers that were not raised were completly filled in, and if I tried to sand or something I am pretty sure I would have removed the numbers. Got the car registered Friday and was aproved for a new title.

I have the interior out of my belvedere at the moment, and there is a 10 digit number on the rear package tray. I tried to decode it but its not a vin number. I'll be using paint stripper this weekend and hopefully only removing paint from the tag. Thanks for the help. Brent 1965...
