You aren't really all that far apart from the seller. A difference of $12k, which seems a lot on something valued at $26k (halfway between). Once the car is restored and it's worth by that time $120k, That $12k difference isn't such a big deal at all. I said I wasn't going to offer an opinion...
I'm voting it's a later, non numbers matching engine due to the TQ and wrong valve covers, although I'm not so sure that is all that much of a downer for the 68-70 Charger crowd. Rad is wrong too. It's going to be expensive if you want to do it right.

Is it the aluminum 70-74 440 bellhousing? If so an 8 bolt 70-71 Hemi flywheel will work with a standard starter. The iron earlier 440 bellhousing is a different setup from 70 and later.
