paint under cowl grill ?

I have a 1967 Satellite I am restoring - Does anyone know how you clean out and paint under the cowl grill? I cannot figure out how to get in there to sand and paint. If you sprayed it thru the grill is would load up the grill and still not get to the bottom let alone get the debris in there?

On my 66 I've cut 2 openings in the vertical sheetmetal at either end. There was rust on one side anyway although the other side was good. Both sides were blocked with leaves, sand etc and the rusty side had a mouse nest that completely filled the fresh air venturi as well as the cowl drain. The holes I cut were fairly neat and will be fixed back into place later. They are large enough to get a hand in to clean up the metal and then spray through. It's obviously not as good as removing the upper cowl but is a lot less work for what isn't going to be a 100 point show car.
 
Good question, my cowl needed replaced so I cheated but without removing the it?????? You just about need to open it up to do it.
 
Thank you - that is what I was afraid of as I saw no other way.either. does anyone hav a pic where it was cut?
 
Here's where I cut the opening in mine. Enough space to clean out drain properly, clean up any surface rust where water has been sitting, check venturi seam (I put seam sealer over mine) and then spray primer / topcoat. 20151228_180939 (2).jpg
