Dashboard instruments change value when headlights are on

Hi all,
Since I bought my 68 Charger back in 2010 I have the following problem concerning the dashboard instruments ( fuel, oil pressure and water temperature)
Dashboard instruments show a too low value but increase to the right value when headlights are on. I changed the 3 volt voltage regulator twice (first an original one and then an electronic unit) but nothing changed, so it is for sure not the regulator.
Where else can I look, what can I test or replace ?

Add a ground for the circuit board.
 
Damn… be careful, if cluster looses its ground and if using original voltage limiter, it will become inoperative allowing to feed with full battery voltage and will burn gauges!
