What year/ model? A picture of the full harness may also help.
 
The picture was cut off on the right so I thought there was more harness. I have a 65 Belvedere and don’t remember ever seeing this. Might be for an Option that my car doesn’t have. Looks like a grommet?, with a very short run of wire on that end.
Those tab connectors were used in a few locations: heater box, horn, ballast, wiper motor, fuse box. I have no idea what this is for.

All I can show is it looks similar to the spade terminal inside the center of a vacuum selector switch.

That’s was my guess too… the A/C unit control assembly came loose and the inner contacts shunt is out of the case.

If the vacuum switch functions layers are still untouched inside it can be reassembled with a bit of skills. But if these layers are out of the box too, will need to crack the code for the right combination setup. Is like a combination keys…

My switch works,non a/c car. I'll look at the back of my switch,hope this is a spare that came with anotger harness I got with the car.
