New fuel sender not working

66 satelite all original. New fuel tank,new sender. 11 to 80 ohms. When installed in tank ,gauge will not come off empty. When there is 10 gal in the tank. I have a good ground and tried an extra ground to battery. When I ground the gauge blue wire at tank,, gauge works fine. I have installed new senders in about 12 cars and have never had any of these problems. The car is sold and I need to fix this. Thanks. Jay
 
When you say you have a good ground.......Which one are you talking about. You need a good ground at your tank and your gauge housing.
 
Float is good. I checked that out.
Ground is good at tank and at dash gauge. Temp gauge works. If I ground the wire at the tank gauge goes to full quickly.
 
The sending unit being grounded is the important part. Not so much the tank being grounded. Is the sending unit grounded to the metal fuel line?
 
It looks like either the ground is not getting to the sender or the float is sunk as Dads Bee mentioned.
 
Yes ground strap is installed and tight. I even tried running a separate ground wire right to battery ground post. That made no difference either.
 
Thanks everyone for the help. I will get it all finished tomorrow and try filling the tank.
