The harness should lay into the dash frame saddle clips and hang off to the right side when setting the dash frame in place. Then there are clips 1 on the heater box and another on the pedal support bracket. It should pretty much lay in place once you get the bulkhead seated into the fire wall.

Looks like you do not have a choke pull off. So the hole is for a vacuum nipple for the pull off diaphragm. Start it and see if there is vacuum. If so just plug it.

You most likely have a C-Body turn signal switch. The 3 wire connector is for cornering lights. If everything else works just tape them or tie them out of the way.

Poster must have doubts about them. Tire wipes out a quarter or fender you can hardly buy the materials for what the tires cost.

If there is cracks now that's your sign.

As said raise the radiator and elongate the shroud holes and raise that if needed.

Just look at the board. You will see where the screw grounds the board to the cluster frame. Add the ground from there to a good grounding spot.

Seems like a mixed bag on the B/RB blocks as far as those mounting lugs. Some blocks are smooth and no provisions. Some blocks have the mounting lugs cast into them not threaded and the others are threaded like the posters pics. Maybe it was a plant thing as far as what was made.

That is a late production 75 block used to the end of the 440 production. 4006630-440 not 4406630-440

Seems like a ghost number. Double check that number.

Looks like fuse 4 is your stop light fuse. Does your lighter work? Do any of the items work listed under fuse 4?
