I have the same issue of removing the horn ring years ago, I believe I had asked someone in this forum how to remove it and he said to twist with raising one side some like that I cannot remember exactly, kind a little trick.
Matter of fact I am trying to remove it now ( for an electric issue)...

I looked up the VIN just to make sure the car is originally equipped with the 273. I don't know how I did miss that even I am always trying to restore my Belvedere to the stock configurations.

Sorry didn't post my update soon, but I end up with changing the axle housing, I got it from a 66 Belvedere wagon, as my axle housing is over sized / scored badly earlier.
Put new seals, installed everything back and it is not leaking anymore.

Well, I did not install the 3.55 as I wanted everything original. filled the axle with oil till it spilled out of the filling hole. Drove the car for 83 miles, no leaks or oil dripping, I appreciate sharing your ideas in my thread.

I used the old 2.94 carrier, as I want everything original, just replace the banjo axle housing off of 66 Belvedere S.W, drove about 83 miles, no leaks or signs of oil drops.
Finally I removed my father's 66 SW rear differential, it was the same P/N 2070741 and all the measurements were the same. The only difference is the ratio 3.55, mine is 2.94.
I don't know what effects does the 3.55 axle has on driving over the 2.94?, looks interchangeable though.

Things were changed now, the old axle found to be oversized somehow, it is not any good, I brought one from my father's 66 SW, the same everything except the ratio 3.55.

Yes, that is a shop tools, not for one like me he only needs it once. it is a critical job though.
My father have a 66, 67 Belvedere wagons abandoned in our home town about 245 miles from where I live. I will make a trip soon and see if they are the same type.

Make sure you apply a coat of red or black sealant on the tube side of the tank, and once more after installation pass a bead of sealant with your finger around the grommet where the tube and grommet mates.
