It looks like you center shaft is collapsed. The column is designed that way so that in a bad front end accident, the center shaft collapses like an antenna. For older columns, the center shaft acts like a spear aimed at your heart in a bad front end collision
Looks to me like that column is collapsed. The outer mesh jacket is bulged so the upper inner shaft is most likely collapsed and to short. Time to pull it out and fully inspect.
I have a 72 340 Road Runner that a tree fell on but mine was MUCH worse as it collapsed the firewall and put the steering column on the bench seat!!! That one honestly looks fixable with a donor firewall, door and roof...
If you pull it apart, I have the actual shaft measurements around here somewhere. I guess then you would know if it has been collapsed. I still find it odd that you can't get any movement of the outer shell. Maybe it is the wrong column for your car?

Check the measurement from the bottom column housing to the welded joint pictured, should be around 5 1/8”, anything less, the shaft plastic shear pins have broken, and shaft has collapsed a bit.
Also, be sure you pay attention to the coupling slip joint location in the final mounting.

Everyone knows these clips that hold up the steering column in our b bodies. They are becoming pretty hard to find. Mine were pretty beat up. Had some collapsed corners

I've encountered a collapsed shaft before, done on accident lol. I repositioned everything and filled voids using an epoxy bedding compound and a vacuum seal bag to pull the mix into the pin holes.
