For a clean look, gut the ballast and solder in a piece of 12 gauge solid wire instead of the resister. It is easy to bypass the amp gauge on these models with a bolt in jumper at the bulkhead connector. Then add a voltmeter.

I ordered a tilt bed with removable fenders, solid steel diamond plate deck, torsion axles, and electric brakes in 2005 from Indiana (of course). Needs a paint job but, works well. I have pulled big boat Chryslers, pickups, several B bodies, and a few compact sized cars, plus my B-2920 Kubota...
Just carry a pair of 2x6s to extend the ramp. Once the weight is on the planks, the trailer won't drop back down. I use that method with my own tilt bed trailer.

The worn rocker looks to me to be in great shape. I would reuse those if they are all in comparable condition. Of course, the shafts must share that condition.

For the money, I have become a fan of the HEI conversion. It's GM engineering but, proven on millions of OEM vehicles. Probably the cheapest electronic ignition system available.

Make one? I used a 2" length of schedule 40 steel pipe-5" or 6" and some 2" flat stock. welded it up and mounted it in my reinforced tunnel with up and down adjustment.

I built my first TF in 1970 and tons more of them since then. Not to mention T-200s, T-350s (a mainstay), T-375s, T-400s, C-4s, C-6s, Powerglides, and a lot of newer 4 speed automatics. I even did a trans out of a Front End Loader.
That was one big chunk of cast iron. Pretty basic though.
