It may not be the nicest thing to look at, but putting the weights at the outside of the rim is the best way to get a good dynamic balance. With a rim/tire that wide I don't think I would want to only static balance it.

71-72 Plymouth body lines are different than 73-74, it would take a bit of work to make hood fit, or fenders if doing a front clip swap. I think the trunk lid is the only interchangeable body part between the two body styles.
