Retard = larger ICL number.
108 ICL is the most advanced of all numbers you posted.
The R4 position, 110 ICL is 2 degrees retarded relative to 108 ICL.
I have read about those cad plated China ones giving trouble for folks after a couple of years. I sent my Bendix to Booster Dewey ( not the actual business name ) in Oregon ( now Washington State ) for a rebuild, super happy with the results.

68 Plymouth Roadrunner for sale with a 440 4 speed. Was originally a 383 auto car. No fender tag or build and not originally triple black. I do have the original short block that goes with car. Car has no rust and has had new quarters, new trunk and new floor pan done. Bumpers are new and shine...
I have seen badly damaged top radiator supports from an engine removal gone wrong, and I bet that happened a few times with these old cars. If it was mine, I would either fix those welds and grind off the not correct numbers, or probably easier would be to buy a new piece from AMD and weld it...

If you are using the original air valve dashpot [ rt rear of carb ] forget it. The rubber goes hard & you get all sorts of strange problems. Get a new one & also a leather acc plunger. There is a place in Vic that sells them. I found them on Ebay, cannot remember the name. Set AV spring...
Your sides haven't been changed to convert from a 22 to a 26 and ONLY the top has been changed sometime with a "factory" part?
And everything else about the car matches?

By way of update - I took her out for a run and she seemed to behave quite well during the start and warm-up phases. No coughing and good steady idle (once I got the fast idle setting right). I did notice, however, that once I got her all warmed up, when I did give her a kick in the guts, I...
We will have to call you 'Ignorant Bob'.

I see a hose going to the Vac Adv unit on the dist. The VA unit flexes the p/up wires during operation. Eventually the wires break, may make intermittent contact. So if the VA unit has done a lot of miles, it could be the culprit. Test with an ohmmeter while flexing the wires.
Look for loose...
