i already have the superbright bulbs.i thought i could do it without removing the cluster but my fat ands make it impossible.
can i just tilt the cluster forward without removing the wires?

No flashers in the fuse block, that's the horn relay/key buzzer. Turn signal flasher is clipped to the ashtray frame, the 4-way flasher is clipped to the brake pedal support. Can’t run the original thermal flashers with all LEDs, need an electronic version, not load dependent.
I have had a similar problem, napa brand led 1157 replacements on my 67 and 70 Coronet. Several times people have told me one or both of my brake lights are out. Checked and they were right. Pulled the led's and re-installed them. Checked and they work again.
In my Valiant I have a power master and with the A/C on high, condenser fan on turn signal on my brake lights will bring it below 12v at idle in gear. Think I'll change the stop bulbs to LED. The test sheet that came with the alternator shows they don't put out that much at idle.
...So I bought a pair from Amazon and stuck them in this morning and they worked great. They are a red LED so not only are they bright but they are bright red too. One thing noticed is they are substantial in heft - definitely not a cheesy piece of cheap plastic and LEDlights stuck in a 1157...
