You must not have known any 2nd Lieutenants in the Army. One installed 7 D cell batteries in a radio that required only 6.

If all you're doing g is "polishing" you can do spots. If you do ANY sanding you have to feather it out. The deeper the scratch the bigger the area you have to sand and feather ... and it will still wave back at you!
Given that not all options are coded on a tag and given coding changes plant to plant, year to year and even within the model year, it is far harder to get an accurate tag than people, and tag makers, believe. It is likely you will be paying for letters and numbers stamped in a piece of metal...
When I restored my 65 Belvedere box I gently glass beaded the surfaces and then sprayed it with a satin clear. I was pleased with it's appearance.
