If you are saying it ran "13 minutes" on the dyno, that is amazing. My dyno time was at least 7 hours with many pulls. What you describe is a bad oil pump/pickup/pan combination. Good luck.

Wonder if the oil pressure dropped when this happened? I recently had an issue with my oil pump having a sticking relief valve. Wasn’t all the time, but intermittently. Tore the pump apart and found a small burr on the casting, just enough to catch the slider portion of the relief valve.

As far as I know, the only place that offers a big block mopar crate engine is CME,Carolina machine engines, and I'm not sure they still do. Do your due diligence, find out if they offer what you want, and check reputation . I have no personal experience with them.
