I can't specifically answer your question, but I was in the same boat a couple years ago. I just kept ordering different drop bases from Summit until I found a combo that worked. I was able to retain my stock dual snorkel air cleaner after pulling my hair out LOL.

Sounds like the needles & seats might be stuck. Did you adjust the floats?
