Sorry for the late reply had some issues. I was getting continuity from the alt studs like you said and took the cluster apart. I’m not sure how but that insulator strip was completely missing and I went ahead and got a new gauge. Put in a new fusible link and I got it to start, thank you!!

For me, seeing a 1970 Plymouth Cuda, back in September 1970.
