I am curious if there is a need to sand primer before topcoat. I have had many parts and the engine bay in primer for a few weeks. Is there a "window" with primer or can I simply clean and shoot or do I need to create new mechanical adhesion???

I have about 3/4'' between the dash frame pieces. How does one replace rivets/reinstall vintag? Is there a special tool for the rivets as it is impossible to get my rivet gun into a 3/4'' space?
