Best way to determine TDC accurately with the heads on is a piston stop. Pretty easy procedure.

If the head is porous, then that may be the source of the leak and not the valve cover gasket.

Does it still lock with the clutch disengaged? Could the starter drive be engaged?

I think I’d be tempted to dump the oil and filter and prelube it.

How much does it need to be raised? Would doubling up on the air cleaner gaskets be enough? I cut a spacer out of 1/4” plastic by using the gasket as a pattern for my drop base air cleaner.

If you can find the right size sleeve, that would be the way to go. I have used JB weld in situations like this with satisfactory results.

At the very least, it needs to come apart and be cleaned. Look at the ring gear bolts.

Going by what CY71 said, if you’d have to sleeve a couple of holes you’d have 200 bucks in a 440 block. What’s a good 440 block going for nowadays? Probably more than 200 bucks, still need to clean, check, and machine.

As previously posted, the pulley can be straightened easily, also replaced easily.
