If you were to attempt it id probably practice on some other junk before doing it to your console. But I have seen people use the heat gun to restore all sorts of plastics.
My neighbor across the street from me is an upholstery guy he did the interior for the road runner and a couple other cars. One of them is owned by a member here. Its 67 Coronet.
If I were to attempt it I would probably spray some water on it maybe that would help it to not tear Not soak it but just sprits the whole thing might get the softness back into it. But I would also plan to buy a new one too. lol
Try a piece of #12 wire outer coating. You have to be accurate on your split down the center but it could work maybe even #10 gauge wire... Whichever gives you what you are looking for. Or split a windshield washer hose in half there are many ways to skin a cat..
These are the closest I could find to what you posted.

Yellow wires are for door switches Pink wire is from the fuse panel. Here is the diagram. copy and save these to your computer. Right click and hit save as. Then open them up with some kind of photo program.
I used POR 15 Putty. Others have done it with other products but the POR 15 is easy to sand and easy to mold. The only real issue is over 6 years and being outside in the sun most of the time the putty has a little shrinkage. Unless you are looking for it you cannot tell. I need to pull it back...
I believe the head is 5/16 they look like the 3 silver ones in this pictures center top row. Which now that I look at it all 5 are the same in the top row. And you use the slip on nuts on the cowl.
Here is a link to the kit...
