Better make sure you have no restrictions in the lines and in and out on the pump and it might keep up.
Just saying that's their flaw is they only hold about 3 ounces of gasoline.
My Thermoquad does not run out of gas at 130+ and has stock fuel pump.
They all come from the same holding tanks at the tank farm where the trucks load for your local area. Different additive packages are added as truck is being filled through different piping.

I have a ThermoQuad on a performer rpm using a adapter. I had to get a little shorter air filter for my open element air cleaner. Fits under stock flat hood on a '68 Charger.
Manifold is great, until your over cammed, low compression, near stock TC gets slipped into drive. Vacuum drops car stalls.
Ported and mechanical advance limited, initial @23° and total @36° car drives reasonably well, while returning 12.8-13.1 mpg on average highway. Again no magic bullet.
AVS should be correct. There was 383s with Holley's in 71, can't remember the circumstances. Look down into carburetor when it is idling and see if it is dribbling fuel in on the primaries, an indication the floats are set wrong or heavy causing high fuel level. Also check vacuum advance operation
Agreed on not drilling. 15" of vacuum and a 750 rpm idle, something seriously wrong if curb idle screw is way turned in for those idle specs. That would explain the idle creep and the rich cruise, too early onto main circuit, but I think problem is elsewhere.

It was just how the hose is routed, it should be fine ported by it never hurts to try. Easy and free.
Do you have a vacuum reading at idle? May help with diagnosis.
I had a old Holley with the pump check valve out off whatcha and it bogged constantly. Looks like your vacuum advance is to manifold vacuum never a fan of that I know some swear by it. You need enough initial timing to be able to get off idle, vacuum to manifold is working against you.
Double check float level because it's a new Eddy carb.
Put more initial in it till it idles better and then figure out what to do to limit total timing.
After a couple of seasons you can make plans to change cam to something less terrible.

9247 is listed that way on the guide. It probably is from a motor home hence the oddball fuel inlet. Does not necessarily mean a Dodge truck just a 440 in a truck chasis
I would get a later intake. They are easy to find and are honestly a better intake with more interior volume. Downfall being the EGR porting which can be blocked easily.
