I would run the 4.10 gear with the 30" tall tire. What do you men refitting the a833? It has an automatic in it now? Heresy. The 4 speed will give you lower rpm on the highway. Converters slip, and depending on how tight it is or isnt could have a major impact on rpm on the highway.
Ive seen a factory built 4 door hemi coronet, so anything is possible. There had to be at least one RR slip through with power windows. Probably not in 68, but by 70 it could have happened
You wouldnt necessarily need to weld it. Drill 2 holes through the bar, and just nut and bolt a grade 8 bolt as big as will fit in the holes in the balancer.
I wouldnt bother renting a cordless impact. That probably wont budge it. I dont know how crafty you are, but you could make a tool to fit in the balancer to hold it so you can break the bolt loose. Like this
