Putting out too much volts at idle!!! 16-17 volts!!

so I have the same problem 16.5 volts can't find the issue when I start the car it's @ 15 but as I give it some RPM the volts go up i have to turn all lights and heater on for volts to drop. I have a good battery 3 different VR alt. is good new connectors and harness.

There are 2 field wires. Blue with white tracer and green correct?
The blue with white tracer should be connected to the ignition switch. This feeds the circuit with voltage. The green wire connects to the regulator. Limiting current flow through the circuit is what controls voltage output of the alternator. Obviously current is flowing. I would disconnect the green wire and start the car. See if its still charging. If it is there is a short in the alternator. If not, i would check for a short to ground on the green wire. If the green wire is not shorted to ground , i would check the VR connector. Shoule be a blue wire and the green wire from the alternator. The blue wire should be receiving battery voltage. Make sure the VR case is well grounded to the firewall.
 
ok i'll try that and see what happens, what's strange to me is my voltage goes up and down with my rpm. thanks for help i'll try to get to it this wk.
