Make sure everything is grounded, sounds like a regulator problem. have you tested with another amp meter?

Why did you replace the relay? Un plug the ign switch first and see if it still does it. The switches are all over the Net,,, switch

That might be your dash lights!???? Check your service manual wiring diagram!

The three way connector? If it has an orange wire it is your dash lights. Works the same as instrument lights and dims with head light switch.

You will find an orange wire under the dash, this is the instrument cluster lamps and will dim with the switch. There is a three wire a connector in the center part of the dash that takes a bullet connector. Consult your service manual,,,,

How are you cranking?,,, Sounds like you are turning on key and jumping relay? check for voltage at coil and ballast resistor. Run a jumper from bat to pos. coil term....All you have in column is turn signals and horn, nothing in there to stop it from starting.
