So I am going to rebuild this one for use on my 68 383. Wondering what the vacuum thing is that is mounted in front of the top plate. Guessing something for emissions. Can it be blocked off?

That would be a good idea. I would think it be more to lubricate the cylinder than clean it. All the extra gas should have done a good job of cleaning.
I saw where someone soaked his motorcycle carbs in pine sol over night. The outside came out nice and shiny clean. Not sure what it did for the internals.
