You don't have many wheel choices on a 66/67 Plymouth. A 15x7 with a 4.25" BS works but most aftermarket 15x7 wheels are something like 3.75" BS and that will interfere with the fender lip. I have Keystones on my 69 RR, T70 Americans on my 66 Charger and plan to run 15x6 magnesium Americans on...
Yep sure are. I'll see how they work out. My buddy has a 70 Cougar convertible and is running a 15x7 set of Keystones that I had. They don't seem to be an issue (nothing fell off anyway). I told him to put them on for a trial fit and they never came back off!! lol

Speedway used to sell the rim shells but then they vanished from their catalog. I haven't checked recently to see if they are back but my guess is rim shells were pulled for DOT safety reasons. Meaning you may not want everyone welding rims together!
I had some steelies widened by Paulsen Wheels in French Camp CA and the price was darn near half what Stockton wanted. The quality was good too. I think I paid $70.00 ea and that included black power bake finish. Paulsen has been doing wheels for years for all the dirt track guys in the area...
It almost looks like a car!! Shocking to think I might actually get it done soon. I think the combo looks good. Pretty sure the BS is 3 3/4", or whatever the off the shelf spec is, and the tires are 225 60 15 all around. The rims are swap meet fodder that cleaned up well.

A very basic rule of thumb for the MoPars is 2.5 MPH per tooth. If you are slow by 10 MPH and have a 35T gear then you need to turn the gear faster, so 4 teeth less would be about 10 MPH.
My 66 Belvedere had those on it but I don't know for how many more years they were used. The reason they don't fit the modern wheels is the old rim is different.
Those cars need some wheel to fill the wells so I'd go with the widest 15" period correct aftermarket wheels you can fit. Slot mags, Keystones, Cragar, Torque thrust TTO, etc... Short of that I'd go with the aforementioned road wheels, either the Kelsey Hayes or the 10 hole.
I have 235 70 15's on a 7" rim on my 66 Belvedere and they fit fine. My rims are factory MoPar steelies from a Cordoba or something with 4.25" or 4.5" BS. I don't expect you will have any issues.
Well, a machinist buddy of mine once said that a .001" is as good as a mile if nothing hits, but tires and suspension being flexible I'd say you are too close.
