It should be easy to tell if it's from a Charger. Turn it over and see if it has the special headlight switch with the vacuum controls for the headlight doors.
The rocker switch beside the red parking brake indicator is for the four way flashers. For 1970 the switch was moved to the steering column and this area on the dash was blank.
Yep. It has the clock, but not the tachometer. Also, it may be 68 or 69, but not 1970. The '70 models didn't have the chrome hazard flasher switch as it was moved to the steering column. Could still be a good core for someone.

I'd put in a claim for credit card fraud. You ordered something, paid for it, and it hasn't arrived yet.
How they want to deal with an item that you didn't ask for isn't your problem.
The actual instrument panel still mounted in the dash is not 1970, as it has the chrome flasher button beside the red park brake indicator. It should look like the second panel that is shown separately.
