I would measure the drop of the arch of the spring on both sides. Measure up from the spring center bolt up to the arch of the unibody arch. I know SS cars usually sat a little caddie wampus. But even with that said I would think the rear end would sit flush on both perches.

If the metal part of the line that goes into the gear box has a straight shoulder with a flare on top just before the nut, 9x out of 10 there is an o ring. Like others have mentioned check the valve on top of the steering box. If the fluid has been in the system forever , I'd flush the p.s. and fill will new fluid. It could be there is some junk floating around and it gets stuck in the centering valve and breaks free only to get stuck again...
