Some mopars have a retaining bolt/ screws that needs to be undone, then just pull out with the wiggle method.

Obviously, make sure its topped off with oil prior to firing it up, Once you locate the wet area shut it down and correct whats wrong.

Id start by cleaning the engine off, have someone fire it up and watch what gets wet first.

Some things to check, Have you pulled a plug after cranking it? is it wet / dry? Compression on all cylinders? verified spark at the plug by grounding one pulled plug and watching the spark. stuck float?

x2 Id check that ballast resistor closely. Sometimes they appear to look ok, if you have a spare replace it. Sometimes it does the trick.
