It should be a flat finish on top. You can apply a matting clear over the base coat. I used a matte clear on the top portion, and high gloss on the rest.
I've also seen Chrysler Low Gloss Black engine enamel by Dupli-Color used on the dash top and it looks good.

I have a 7 blade clutch fan on my 64. It's a good size, 19.5". The part number on the fan is 3462186. I couldn't see the clutch number but that would be easy to match up. Google the part number and see what you can dig up. Good luck!

As requested. The car has been lowered for this pic with spacer blocks and the front bracket. The leafs are original though and not sagged out. I recall that I did install new bushings in the front though. The lowered look is to go with the 18's & 20's.
