That bulge hood is worth $1,000+ in any kind of decent shape. Give it another thought or two or three before cutting, especially since that little bit of fresh air is unlikely to affect performance even the slightest.
I believe those are date/serial/shift codes of some sort. Insignificant for your purposes unless you're looking for a date coded transmission for a 1974/1975 car.
