I suggest priming the carb to see how it reacts. If it fires right off then you have proof the bowls are not holding fuel or the choke is possibly too tight.

Providing the LIST is another problem all to its self. The choke horn has been milled and through measurements of the venturies, throttle bore, and throttle blades I finally found I had a 750.
