1966 B body - Hemi car question

Anyone else seen this particular wire clip on any other car?

This pic is from the former Tony D #6200 mile car

It appears to be the same clip as the headlight wiring clip on the radiator support
Only this one is plastic / rubber coated

There isn't one on my friend's '66 Coronet...

But then I also see more modern wiring and terminals there.
