I would solder the strap to the rivet.

Thanks for this. I soldered the strap to the rivet AND i used a piece of 14 gauge wire and created a whole new ground wire. This motor now runs awesome. This was the worst of my two. Now i will do the exact same thing to other motor and see if fixes it too.
