OK....I'm confused....just took my dash assembly out of my 1966 Charger to repair fuel gauge......all is well.....all gauges work but somehow my horn is stuck blowing. Put new relay on but still blowing....any ideas? I feel fairly certain I got all the plugs etc in the right spot as I marked them as I took them off. Horn even blows when steering wheel wire is unplugged. (I did take the wheel off so the dash would be easier to work with.)

The horn relay is activated differently than most would expect.

The relay has 12V power all day long.
The center or horn ring in the steering wheel makes a ground to "activate" the relay.
So if the wire at your horn relay that goes back towards the bulkhead and into the passenger compartment is grounded anywhere then the horn will sound.
Somewhere this wire is likely grounded. It should be black with a tracer and goes into cavity 4 of the turn signal indicator plug.

Went through the wiring wire by wire....found a twisted pin in the connector under the dash.....thanks for your help.....it took forever to find but by George the horn now blows when I want it to....
