None of those parts pictured will keep the horn from not working. Start by running a jumper from a good ground to that black wire and see if you hear anything.

just tried this and nothing happened. i may try to replace the fuse first and see if that helps

i guess it would help if i even had a horn relay, eh?
just went to go look for it and its not there
i'll order that and wire it up and go from there

Horn relay should be on firewall beside driver's side cylinder head. That spot and wires in the picture looks like where the horns are mounted. I have a 66 500 if you want any pics or wire colors.

if you could send me pictures that would be great. the relay just showed up today so im planning on installing soon

so finally got around to installing the new relay, still didnt work
as i was installing the new relay, i noticed a black wire that was cut - power wire maybe?
the ground wire is at the horn, but im not seeing any power wires under there

im pretty sure i need :
- a direct connection with the main power circuit (bottom black wire on relay)
- a connection coming from the horn button. That wiring will go through the firewall connector. (could this be the black wire thats cut?)
- a connection to the horn (green wire in picture)

should i splice that cut black wire and fish it up the steering column to connect somewhere on the horn?
not sure where that power wire would connect to though

any ideas?

You already have a horn wire. It's the black one the ring is hanging from. Fix the cut wire and it ahould blow. Probably was stuck on and that was the fix.

oh i thought that was only the ground and it needed a power wire as well

what does the cut wire go to? the horn itself?

The heavy cut wire goes to the starter relay stud with the fusible link

The horn relay grounds through the horn switch. Pretty basic.
