Does it have the spring inside?
 
It goes here, where the yellow spring is drawn in. turn it upside down.

Reminds me of a mustang door hinge spring. Looks about that diameter. Is that for reverse or to guide the shifter to third?
 
Keep the handle lined up with the 1-2 gate. Without it in there it's easy to start out in 3 until you get accustomed to driving it.

Is it an easy fix?
This is likely the reason I removed it from every 66/67 I’ve owned. Thought they were just garbage.
