I wonder if that pie wheel date is more of a 71 starter , looks like 070 on the can for assembly date but I’m not for sure. It looks like a solid core. I can’t say for sure if it’s been rebuilt but it’s something to work with I just was curious if it’s 1070 and the one isn’t visible or missing.

The assembly date is only a 3 digit number with the first 2 digits being the week and the last digit being the year. In this case it's 070 or the seventh week of 1970.
