1969 Dodge Super Bee fuse box

6 fuses in fuse box but only 5 work. The only one that doesn't have juice going to it is for the instruments panel. Why doesn't the instrument fuse have juice? Does dash have to be in for instrument lights to work? I checked it with a volt meter. Might it be the wires going to the box? Anyone see or have this issue before? Any help would be appreciated. Always received helpful answers from here. Thank you.
 
I troubleshot mine for a long time...wires...everything and found the connection on the back was open
 
Everything on box looks good front and back I'm not sure what you mean by open thanks for reply

The dash has to be grounded sir, so if its out, please make sure its grounded to frame and bing, you'll have juice.
 
Thank you for the help Durandal25. I understand that the dash needing to be grounded to the frame to get juice, that makes sense to me. What doesn't make sense is no juice from the fuse box. My question is, does the dash need to be hooked up to get juice to the fuse that says "Instruments."
 
The instrument lamp fuse powers from the dimmer switch ,the headlamps have to be pulled on.
 
that didn't work can you think of anything else
