67 GTX, no dash instrument lights

Pull out my dash to have the bezel repainted. I notice that the lights were not working so I checked it on the bench. I replaced several lights and benched tested. All great. After installing in the car.. Nothing! I have 3 headlight switches, same results. I've checked the fuse box and all the fuses have 12 volts, some constant others with key on. The last fuse (the instrument fuse) registers no volts. In fact one side is grounded. Is this correct? I checked continuity from one side to the orange wire that plugs into the instrument lights and it's a complete circuit. All the other lights work. Interior, headlights etc.. Should that fuse have 12 volts?, and if so can someone help me with next steps to trace where I'm picking up a ground on that fuse?

Solved it! defective (multiple ) headlight switch.
 
Feels good fixing it, doesn't it. Now sit back and crack a beer.
