Now to your issues. You don't have a lot of description but here are a couple of thoughts: The seat belt buzzer should not affect the car starting.
If the car is not turning over, the first thing I would check are the interlocks that keep the starter from engaging. You didn't say if the car is an automatic or manual, but each has an interlock that stops the starter from engaging. For example, in an automatic car if the transmission is in gear the starter will not start. In a manual car, the clutch must be depressed. Each of these allow for a ground circuit to be completed to remove the interlock. So the first thing I would try is to ground out the interlock connector on the starter relay under the hood. You might need a service manual to figure out the correct wire. It is on the block that connects battery power and has a lead that goes from the block to the starter. At the bottom are two wires. One comes from the start key and the other goes through the interlock. Attach a temporary ground wire to the ground loop and see if it then starts. Let us know what you find...
