1973 Plymouth Roadrunner/Satellite not getting gas correctly?

Just got a quick question. I have a '73 Plymouth Satellite, and I put in a new fuel tank, but with the original float/pick up tube assembly, replaced all the rubber fuel & vent lines (rear & front), installed a new fuel pump, but my clear inline fuel filter by the carb will not fill up. There's six gallons of gas in the tank. Could the part that actuates the pump arm of the fuel pump go bad? Also what is that part connected to? We just aren't sure of the problem and why the motor isn't getting the correct amount of gas it needs.

(The filter is about 2 inches in diameter but only fills up about 3/8 of an inch full)

My first thought is a blockage in the fuel line somewhere. Disconnect a hose at the frame rail and see if fuel runs out...
 
I know the fuel line from the pump to the carb is clear because we had that off. Should I remove the hose from the tank & the hose off the fuel pump and blow out the main fuel line running the frame rail?
 
If you did not replace the pickup in the tank, I would pull it and check the sock on the pickup tube, if its clogged, then you will need to get either a new pickup or a new sock.
 
Hey guys. I just drove my car 10 miles one way to a car show. Had no problems at all! So my question now to you is, do you know if the fuel pump runs on a cycle? I'm thinking it only pumps the gas into the filter when it needs it. That's what we are unsure of, but other than that it ran great.
