1979 727 Transmission issue

For a friend, I am looking at a 1979 Aspen R/T that someone has gone through and performed some upgrades. The 360 has had a roller cam and lifters installed and is now running 202 valves in the 360. I believe that they also put a high stall converter in the transmission. It is a matching numbers 727. It's real sluggish to move until the RPM's approach 1600. My friend lives in the Dallas/Ft. Worth area, and he would like the sluggishness corrected. Can anyone in the DWF area recommend a shop to help with this problem? Or do you have other thoughts or suggestions?
 
Sounds like how a hi-stall converter normally works; i.e. they slip more. That said,maybe you all know that and the problem lies elswhere?

What’s the rear gear? Maybe it’s to lite for the car
 
Could be starting off in second gear due to sticking governor or shift valve. Have you tried starting in manual first gear?

Low level on trans fluid? You won't believe how many people don't properly check the fluid level. The following comes from the 1979 Factory Service Manual:

(7) Start engine and allow to idle for at least two minutes. Then, with parking brake on, move selector lever momentarily to each position, ending in the neutral position.

(8) Add sufficient fluid to bring level to the "ADD ONE PINT" mark.

Recheck fluid level after transmission is at normal operating temperature. The level should be between the "FULL" mark and "ADD ONE PINT" mark (Fig. 1).

I'll reply to a number of questions or suggestions. First thing I did was check the tranny fluid. It was full. During the test drive, i did manually shift. It went thru all three gears, still with the slippage. Documents indicate the rear axle to be a 3.2, with posi. Under power brake, still did not notice reaction until estimated 1800 RPM (no tach in car). I still thinking that the builder put a high stall converter in.
 
My 67 has a 11" converter from a in state trans shop. My 440 will flash it to 1,800 to ,2000. But it drives away from a stop at low rpm just fine.
